A bastard who hit the dog.....

Yesterday night I was out with one of my friends for a stroll to Etihad Square and on my way back I notice a guy who was hitting a stray dog with a empty masafi bottle .
He was running behind him and hitting the poor dog. The dog was innocent and was limping too . I was so disgusted with the mans action that I urged him to stop /
He responded in a rude tone " Kya ye kutta tumhra hai , mai isko maru todu , tera kya ? " ( Does the dog belong to you , Mind your buisness ")
I asked him if the dog was his , He responded yes and started hitting the dog again and the dog ran away . He called the dog " Taaal " ( come ) . The dog ran away some where far.
We told him that we would complaint the authority , he said go ahead ! He called some mate of his who was sitting there .He was in a yellow sharjah municipality uniform . His name was " Arshad " .
I explained him what happened and asked him , If beating a dog for no reason was rite ? he kept his mouth shut. He later tells me dogs are not allowed on the grass.I replied that " if dogs are not allowed , does that mean they should be beaten ? " He was quiet again . . My friend challenged the other man ( who was beating the dog ) that he would call his other friends and stuff ( for a fight ). That bastard welcomed his Call and in response called his some other Afghani mate of his and tried to expand on the FIGHT issue of the argument . I Pushed my friend back and some how finished the argument .
I don't think that guy was a legal resident of U.A.E , He sleeps in Etihad Square whole night and these people are supported by the municipality workers who are mainly PAKISTANI . I ve seen people sleeping there , They keep their stuff up on the tree and no municipality workers object ?
I believe a person who hits animals for no reason ain't fit to be called human . I just pray there is some one of you out the who can take actions over this Jerks who have Mango juice running through their veins and teach them a lesson .
